Targeted Violence Against Law Enforcement

Acts of violence against police officers are attacks on all of society, and they seem to be on the rise. Shootings of police officers increased by almost 80% in 2016, and while the absolute number was lower than in previous decades, any number of such attacks is too much. Each additional shooting contributes to a growing perception that there is a “war on cops” and justifiably increases the safety concerns of officers and their families.
 
This presentation will use a threat assessment approach to analyze a case of targeted violence that resulted in the death of one Seattle police officer and wounding of many. We will examine the data on police shootings and the factors that influence our perception of risk regarding these and other acts of violence and we will try to answer some of the perplexing questions raised by these cases: Who are these perpetrators? What are their motivations? How do they compare to others who commit acts of targeted violence? Where do we draw the line between political motivation and mental illness in cases such as these? Finally, we discuss how a threat assessment approach might be used to assess and manage the risk of such tragic events.

  • South on I-95 to the Capital Beltway
  • Continue on I-95 South (Capital Beltway) toward Andrews AFB/Richmond for approx. 2.5 miles
  • Take Exit 23, MD Route 201, Kenilworth Avenue, south toward Bladensburg, and continue for 2.3 miles.
  • Turn right at Campus Drive and continue approx. 0.7 miles.
  • Turn left at 51st Avenue.  The Police Academy is the first building on the left. 

 From the Annapolis area and points east:

  • West on US Route 50 to I-95 (the Capital Beltway) North.
  • Continue north on I-95 North (Capital Beltway) for approx. 4.6 miles
  • Take Exit 23, MD Route 201, Kenilworth Avenue.  At the bottom of the ramp, turn left on Kenilworth Avenue and continue south toward Bladensburg for approximately 2.5 miles.
  • Turn right at Campus Drive and continue approx. 0.7 miles.
  • Turn left at 51st Avenue.  The Police Academy is the first building on the left. 

From Frederick and points west:

  • South on I-270 to I-495 East (the Capital Beltway)
  • Continue on I-495 East for approx. 12.2 miles.
  • Take Exit 23, MD Route 201, Kenilworth Avenue, south toward Bladensburg, and continue for 2.3 miles.
  • Turn right at Campus Drive and continue approx. 0.7 miles.
  • Turn left at 51st Avenue.  The Police Academy is the first building on the left.
